Dragging left or right while holding shift will rotate your point of view instead of panning.
That will rotate your point of view (POV) so that you now have an aerial view looking toward the horizon instead of straight down. In order to adjust to a view that will help you get a better idea of the terrain, hold down the shift key, click and drag upward. It is just a small hiking trail and is impossible and extremely dangerous for cars (following google maps) to try and go up or down this trail. Normal mouse controls on the map let you pan in all directions, and zoom in or out with the mouse wheel. Google Maps used to have this correct but a few months ago it changed and says that the road continues all the way down the mountain.
